Responsibilities
-Responsible for development and management of all project controls deliveries to the Project.
-As part of this be able to present life cycle cost through case books and be confident at developing top-down weight/quantity estimates at appropriate level of details reflecting the estimating class.
-The estimator /project controls lead shall ensure the proper application of all company project control function processes and procedures, along with compliance checks of both Internal, Contractor and/or Alliance Partner estimating deliverables as appropriate.
-The estimator /project control lead shall be part of a multidiscipline team and is expected to actively seek advice and perspectives from colleagues and leaders to develop a robust integrated estimate and schedule.
-He/she is expected to perform commercial and technical reviews and make decisions and recommendations.
- Be companys Subject Matter Expert within early phase estimating.
-Be companys project controls lead for early phases.
-Preparing and review cost estimates including calculating contingency premiums and escalation requirements in line with the company's current policies
-Maintain and build early phase estimating case book which is compliant to Company estimating tools and methodologies.
-As part of this formulate methodologies for deriving quantities from design parameters.
-Perform scenario comparisons and uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project risks.
-Develop the estimate in accordance with corporate standard WBS methodology for each phase, that properly reflects the project scope, interfaces, and execution methodology
-Liaise with Planning and/or Cost Disciplines to ensure proper alignment between Cost/Estimate and Schedule.
-Be able to develop own schedules as required for the phase of the project.
-Provide analysis and review of estimate and schedule supplied by contractor companies, internal corporate business units and/or alliance partners as appropriate
-Provide input to Corporate Business Controlling Group as part of the Long-Range Planning process as required
-Perform estimate close-out activities to ensure proper data experience capture
-Assist with maintenance, development and ensure the quality of the estimation tools and methods
-Present the estimate and schedule for the project management and project assurance reviews for approval
-Ensure that the estimates are traceable and are anchored based on the Norwegian experience database & industry benchmarks
-Ensure that estimate and schedule premise is agreed, work scope and interpretation of input is understood and accepted
-Conduct quality control of contractors' cost estimates and schedules to ensure that they meet the company's requirements for code structure, presentation format and quality criteria
-Develop the project estimate, basis of estimate, benchmarking and estimate report for CAPEX, DRILEX, OPEX and ABEX costs associated with the project
-Quality ensure that the company's estimation procedure and project controls procedures underlie and are used for all cost estimates and schedules
-Ensure quality of estimating input from other company business units
-Coordinate all disciplines internally to ensure that estimates and schedules reflect the current status / maturity of design

Required expertise
-Degree in the field Engineering / Industrial Economics / Quantity Surveying or equivalent education
-Minimum of 8 years experience in similar project estimation or project controls lead position within the oil and gas industry, including a minimum of 3 years as a cost estimator in large construction projects. (10yrs experience if no engineering qualification is possessed)
-Have an in-depth understanding of offshore development project execution methodology and the associated Decision Gate processes and developing cost estimates and schedule in the oil & gas industry
-Be an advanced user of Microsoft Excel software
-Preparation of estimates and schedules in line with the Norwegian standard cost coding system
-Understanding Norwegian estimate classification system and its application
-Benchmarking project cost estimates
-Writing project estimate reports and the basis of estimate
-Quantifying project risks and their potential impacts to the project estimate
-Have experience of building and running weight/quantity estimating/early phase models using industry standard tools is desirable
-Presenting project estimates to management and the project assurance reviews
-Experience of working on tender evaluations, preparation of bid check estimates and review of quantities in bids is desirable
- Self-starter with a strong delivery focus, excellent problem solving and analytical skills
-Ability to work independently, manage processes and be proactive to get involved
